The subcommittee approved the program move form for Journalism, but submitted comments to become part of the record. The following curriculum items from the Humanities Subcommittee were approved. Approval of the new rubric for the newly named department of World Languages and Cultures was postponed. The program modification form did not address the criteria in the procedure for creating new rubrics. Plus OCHE will need the learning outcomes of the new courses to determine whether new rubric is necessary. Approval of the certificate in World Competencies was also postponed. Catalog language is needed and the program needs more precise language regarding the requirements. Camie will send samples to Professor Arens. At some point ASCRC will need to discuss the implications of spring changes on advising and registration. Normally proposals are not reviewed in the spring because of the timing issues. The Registrars Office is hoping to have new curriculum development software in place for next year. The curriculum committees will need to examine many of its processes to implement a new system based on best business practices. Professor Kyle Volk in History contacted Camie about the recent approval of HSTA 150. He is on the Humanities Subcommittee and did not recall reviewing the course. It was approved late in e-Curr so did not show on the original summaries, but would have been available in the subcommittee reports in e-Curr. It was reviewed and discussed by the Social Science Subcommittee. Although it was not in the minutes, ASCRC members recall that it was approved when the Irish Studies Courses from the Humanities Subcommittee were approved because the e-Curr report was displayed during the meeting. The course is offered by Missoula College and History was consulted on the use of the Rubric, but did not formally approve the e-Curr form. ASCRC reviewed the draft addition to the review procedure so subcommittees will consider whether other affected programs were consulted. The draft language will be sent to members to study for a possible vote at next weeks meeting. An additional bullet may also be added to the e-curr form under the other affected programs section. Missoula College has the authority to offer courses and according to the CCN rules departments do not own rubrics. The procedure should also be reviewed for guidance for approving new academic programs. ASCRC discussed the proposed Program Move Resolution from Graduate Council. It is grateful the Council raised the issue and supports the Senate having access to the additional information, but does not feel ASCRC should be involved in this area of the review. College of Arts and Media:  *Journalism Move Comments from Professor Lurgio : As a reviewer on the ASCRC and as a faculty member of the School of Journalism, I approve this program move. The process, justification and next steps are clear and simple. But this program form only lays out the very basics of this move. There is a fair amount of apprehension about the many of the details of the implementation of this move. This program move proposal was in response to the request of the provost and Main Hall, and driven by the budget and enrollment crisis at UM. Originally, the presidents office suggested we consider joining the College of Humanities and Sciences, specifically Communication Studies and English Composition. The school drafted two alternative visions that we feel fit better with our core mission. However, it is worth noting that this was our programs second choice for restructuring. Our primary proposal was to build a new college with journalism at its core, The College of Journalism and Creative & Strategic Communication. The responses from the provost and president were supportive of this idea, but both told us budgetary constraints mean it cannot happen at this time. The faculty of the school have generally supported the merger with CVPA, but only as a fall-back. Important details in this proposal to note: The move essentially is a budget savings move by eliminating the deans line. We have already begun interdisciplinary collaboration with two of the schools in CVPA. Although the move doesnt require a change of curricula from either unit, new interdisciplinary certificates/tracks/minors/majors are possible and have gained some support from the greater College. The School of Journalism will maintain its building, curriculum, finances and staff. Concerns to note: Any further reduction of staff or faculty would greatly harm the opportunity for our program to grow and provide our ֱ with a robust degree in journalism. Our program continually ranks in the top 10 journalism schools in the country and was recently re-accredited by the Association for Education in Journalism and Mass Communication (AEJMC). Uncertainty of leadership structure within the College of the Arts and Media. Integrating technical equipment, computer and software support within the new college will need to be addressed. To strengthen the interdisciplinary connections between programs the university will need to address the issue of cross listing of courses, the reliance on Student Credit Hours (SCH) as the primary budgeting metric and the issue of FTEs. This will make it easier for programs to join forces, to offer new, innovative offerings and grow enrollment together. The School of Journalism has concerns about maintaining its historically robust alumni support and will need to be strategic about continuing that support as a program within a larger college. Alumni and faculty are adamant about the SOJ maintaining its independence as a watchdog and defender of free speech on campus.
